WASHINGTON – Nov. 11, 2025 | Verra’s Verified Carbon Standard (VCS) Program has been approved by the International Civil Aviation Organization (ICAO) to supply eligible emission units for use in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) during its second phase, first compliance period (2027–2029).

The decision reaffirms the VCS Program’s standing as one of the most trusted and rigorously governed carbon credit programs globally.

The decision confirms the continued eligibility of Verified Carbon Units (VCUs) under CORSIA. Under the second phase of CORSIA, the following VCUs are approved if they meet all other eligibility conditions as applicable:

  • VCUs from projects that began crediting from January 1, 2016
  • VCUs issued for reductions or removals that occurred between January 1, 2021, and December 31, 2029

This announcement follows ICAO’s previous approvals of the VCS Program for both the CORSIA pilot phase (2021–2023) and first phase (2024–2026).

The decision also reverts the following exclusions/restrictions from earlier approvals:
