1. Energy (renewable/non-renewable)

ACM0002 applies to grid-connected renewable energy generation project activities—including solar photovoltaic, wind, geothermal, hydro, wave, and tidal—that may or may not involve Energy Storage Systems (ESS).

VMR0017 includes the following updates:

  1. Introduction of a list of eligible countries for project implementation of various renewable energy technologies (specifically solar photovoltaic, geothermal, and onshore and offshore wind) that supersedes Table 1 of the VCS Standard. This change broadens the geographical applicability of this methodology (to hitherto underserved regions) and promotes the installation of renewable energy technologies in regions where it is crucially needed, thereby catalyzing the clean energy transition.
  2. Replacement of key CDM tools (TOOL01, TOOL02, TOOL05, and TOOL07) with their new VCS counterparts the corresponding VCS tools (VT0008, VT0009, VT0010 and VT0011, respectively). Project proponents must use active versions of the VCS tools in place of CDM tools for improved quantification of electricity emissions and assurance on additionality assessments.
  3. Accounting broader project emission sources and leakage emissions sources such as fire suppression systems and embodied emissions associated with the emissions lifecycle stages before and after renewable energy operation for increased accuracy in quantification.

Please note: 

CDM methodologies ACM0002 and AMS-I.D. will be inactivated as standalone methodologies in the VCS Program on 1 January 2027. Projects that request registration on the Verra registry on or after 1 January 2027 must apply VMR0017, v1.0 in full. See “Implications for VCS Projects” below for more details.

  • ACM0002 and AMS-I.D will be inactivated as standalone methodologies in the VCS Program on 1 January 2027.
  • Projects that request registration on the Verra Registry on or after 1 January 2027 must apply VMR0017, v1.0 in full, including its eligibility requirements.
  • Registered projects and project activity instances approved under ACM0002 or AMS-I.D remain eligible for crediting period renewals and retain their original maximum crediting period after transitioning to VMR0017. Such projects must update to an active version of VMR0017 at their next crediting period renewal submitted on or after 1 January 2027.
  • For grouped projects registered using ACM0002 or AMS-I.D, new project activity instances added to the project on or after 1 January 2027 as part of a verification approval request must meet all applicability conditions in VMR0017, v1.0. Such grouped projects must fully adopt VMR0017 to include new instances.
  • Registered projects using ACM0002 or AMS-I.D may update to VMR0017, v1.0 during their crediting period using one of the following:
    • Procedure to Change Project Methodology through a Project Description Deviation to align with VMR0017 for future monitoring periods, or
    • Methodology Change and Requantification Procedure to align with VMR0017 for past and future monitoring periods and requantify the reductions from past verifications
  • Project proponents seeking to register a project with the VCS Program that is registered or was previously registered with another greenhouse gas (GHG) crediting program must demonstrate conformance with the VCS Program rules and requirements. Such projects must apply VMR0017, v.1.0 and meet the eligibility requirements in Table 1 of VMR0017, v1.0.

Summary of Changes: This methodology revision primarily expands the geographic eligibility of project activities, introduces provisions to determine project emissions due to battery energy storage system (BESS) fire suppression systems, considers leakage due to embodied emissions, and replaces key CDM tools with Verified Carbon Standard (VCS) tools.
