Verra has launched a public consultation on a proposed tool to calculate emissions from electricity consumption. This tool is intended for use with methodologies approved in the Verified Carbon Standard (VCS) Program that require the estimation of emissions from electricity use. The consultation runs from December 15, 2023, to January 29, 2024.

The proposed tool builds off the procedures in CDM TOOL 05: Baseline, project and/or leakage emissions from electricity consumption and monitoring of electricity generation (external site).

The revised tool provides the following updates:

  • Uncertainty estimations for data sources in accordance with the VCS Methodology Requirements, v4.4 (PDF)
  • Additional options for consistency when estimating small or insignificant electricity consumption
  • Emissions calculation guidance for project activities that consume power from greenfield power plants (i.e., where no low-carbon power project was previously operational) generating low carbon-intensive electricity
  • Different options for project proponents to estimate electricity consumed and to calculate emission factors depending on the applicable electricity system and data availability

If the proposed tool is accepted, Verra would update all VCS methodologies over time to require its use. Existing projects would not need to change their quantification of electricity consumption until they undergo a crediting period renewal using an updated methodology that requires use of the electricity tool.
