Verra has released a new procedure for project proponents, authorized representatives, and validation/verification bodies (VVBs) to submit exemption requests for projects using Verra’s programs. The Exemption Request Procedure, v1.0 (PDF) outlines the steps and criteria for requesting an exemption from a program rule, requirement, or procedure. It applies to projects using Verra’s Climate, Community & Biodiversity Standards (CCBS) Program; Jurisdictional and Nested REDD+ (JNR) Framework; Plastic Waste Reduction Program (Plastic Program); Sustainable Development Verified Impact Standard (SD VISta) Program; and Verified Carbon Standard (VCS) Program.
The new procedure will enhance integrity and transparency for all programs by outlining what constitutes an acceptable request for an exemption. It also aims to streamline project review timelines by reducing the amount of time that Verra spends on reviewing non-eligible requests.
Exemption requests may be submitted by project proponents, authorized representatives, or VVBs seeking exemptions from program rules, requirements, and procedures under extraordinary circumstances. Extraordinary circumstances refer to situations beyond reasonable control or that cannot be mitigated, avoided, or resisted by reasonable diligence by the requesting entity.
Acceptable types of exemption requests are related to deadlines, VVB site visits, VVB rotation, and VVB change requirements.
To submit an exemption request, a stakeholder must send a completed Exemption Request Form (DOC) along with supporting evidence to registry@verra.org. Exemption Request Form templates are available on the respective Rules and Requirements section on each program page. A digital submission form is under development and will be available shortly on the Verra Project Hub. The digital form will be the preferred method of submission once it is available online.
