Revision to VM0039 Methodology for Use of Foam Stabilized Base and Emulsion Asphalt Mixtures in Pavement Application, v1.1

The proposed revision expands the methodology to include India and other regions globally, and incorporates additional project activities using innovative technologies such Reclaimed Asphalt Pavement (RAP), Micro-Surfacing, and Cold Central Plant Recycling (CCPR) / Cold in Place Recycling (CIPR).

On April 1, 2026, the development of this revision was rejected per the VCS Methodology Development and Review Process (PDF) due to the following reasons:

• Available resources, including funding, Verra staff time, and external expertise, are limited.
• Concerns related to the existing market penetration of project intervention (potentially making the intervention non-additional)
• Does not satisfy the following criteria as fully as other methodology ideas:
  • are broadly applicable (i.e., cover the range of potential technologies, processes, and geographical regions that may apply to related projects);
  • have high climate change mitigation potential;
