VM0038 v1.0 applies to the charging of electric vehicles (EVs) through EV charging systems. GHG emission reductions are achieved through the displacement of emissions from conventional fossil fuel vehicles used for passenger and freight transportation as a result of the electricity delivered by the project chargers. The methodology is globally applicable.
VMD0049 v1.0 is a module used in conjunction with VM0038 and determines the positive list for additionality.
The proposed revision to VM0038 and VMD0049 update the market penetration levels of individual countries, which are assessed against the required 5% threshold. Further, the default values “Applicable Fleet’s Electricity Consumption (AFEC)” and “Miles Per Gallon (MPG)” will be updated to reflect recent development in the sector.
The consultation for this proposed revision (M0222) is open from March 18, 2026 to April 17, 2026. Verra is accepting feedback through its new digital public consultation platform, which is hosted on the Verra Project Hub. Comments may be submitted electronically via the online form by 11:59 pm Anywhere on Earth (UTC-12) on April 17, 2026.
