Verra has taken the following key steps towards fully operationalizing labels indicating that Verified Carbon Units (VCUs) from 2021 onward are eligible for use under the Carbon Offsetting Reduction Scheme for International Aviation (CORSIA):

  • Verra has finalized the criteria for insurance products intended to cover carbon credits from 2021 onward, where both the host country and the aircraft operator might claim the same emission reductions (double claiming).
  • Verra has also published its CORSIA Accounting Representation Deed that such insurers will sign to indicate their willingness to compensate for any VCUs affected by double claiming.

Credits that are backed by approved insurance products can be used under CORSIA and may be eligible to carry a CORSIA label in the Verra Registry. The CORSIA Label Guidance document describes the eligibility criteria for such units.

For VCUs from 2021 onward to receive a CORSIA-eligible label in the Verified Carbon Standard (VCS) Program, they must have received an Article 6 label, which indicates a host country has authorized these credits for a specific use under Article 6 of the Paris Agreement. In addition, they must also demonstrate one of the following:

  • A completed corresponding adjustment for the mitigation outcomes represented by the respective VCUs
  • A signed CORSIA Accounting Representation Deed, along with a certificate of insurance for a Verra-approved insurance product

In August, Verra contracted global insurance intermediary Howden to assess whether insurance products meet Verra’s criteria for credits intended for use under the CORSIA.

Verra expects to publish a list of eligible insurance products shortly.

The VCS Program is currently eligible for the first phase (2024–2026). In March 2025, Verra submitted an application for reassessment by the ICAO Technical Advisory Board to be considered for eligibility to supply VCUs for the CORSIA second phase (2027-2029). A decision by the ICAO Council on programs’ eligibility is expected in the near future.
