13. Waste handling and disposal
This methodology applies to the destruction of methane emissions and displacement of a more GHG-intensive energy service by capturing landfill gas and flaring the methane, using it to produce electricity or thermal energy, and/or supplying it to consumers through natural gas distribution networks, dedicated pipelines, or trucks. VMR0016 must be used with the most recent version of ACM0001.
Please note:
- On July 13, 2026, Verra released Corrections to VMR0016, v1.0 (PDF). All projects using VMR0016, v1.0 must apply these corrections.
- VMR0016 replaces ACM0001 and AMS-III.G, which will be inactivated as standalone methodologies under the VCS Program on 1 December 2026.
- Projects seeking registration or crediting period renewal under ACM0001 v19.0 or AMS-III.G v10.0 must submit a registration request or crediting period renewal request by 30 November 2026.
- Projects may continue to use the applied methodology version for the remainder of the project crediting period and update to the most recent version of VMR0016 at their next crediting period renewal.
- Projects using CDM TOOL32 must have been listed as “under validation” on the Verra Registry by 21 November 2025 and must submit a registration request by 31 May 2026.
Market Labels
VMR0016, v1.0, has been approved by the Integrity Council for the Voluntary Carbon Market (ICVCM) as meeting the requirements of the Core Carbon Principles (CCPs) Assessment Framework. Please note that to receive CCP labels for the credits they generate, projects using VMR0016, v1.0 must meet certain conditions. Where the ICVCM has determined that additional CCP label criteria have to be met for a project using a CCP-approved methodology to receive CCP labels, these criteria are checked at the verification review by a validation/verification body (VVB) and Verra. Where Verified Carbon Units (VCUs) have been issued to projects using multiple methodologies, only VCUs from projects solely using CCP-approved methodologies are eligible for CCP labels.
Per the ICVCM decision (external), projects using VMR0016, v1.0, also have to comply with the following additional criteria to be issued CCP-labeled VCUs:
- Projects that generate revenue streams in addition to carbon credit revenues must demonstrate additionality using VT0009
- Where Benchmark Analysis is applied using tool VT0009, it must show that the economic performance of the mitigation activity increases decisively through carbon credit revenues; and carbon credit revenues raise the relevant financial indicator to or above the required financial benchmark.

Summary of Changes: The minor revision includes the following updates to ACM0001:
- Adoption of VT0009 Combined Baseline and Additionality Assessment and VT0010 Emissions from Electricity Consumption and Generation (and associated tool VT0011 Electricity Systems Emission Factors)
- Inclusion of positive list (adapted from CDM TOOL32)
- Requirements for projects transitioning from AMS-III.G. to VMR0016
- Inclusion of a monitoring parameter for the installed capacity (reporting-only)
- Other minor improvements
