7. Transport
This methodology applies to project activities that install electric vehicle (EV) charging systems, including associated infrastructure. Greenhouse gas emission reductions are achieved through the displacement of emissions from conventional fossil fuel vehicles used for passenger and freight transportation, as a result of the availability of project charging infrastructure which delivers electricity to EVs.
This methodology is applicable globally and provides a positive list for determining additionality. The positive list is found in VCS module VMD0049 Positive List for Electric Vehicle Charging Systems. Additionality may also be determined using a project method.
Please Note:
- VM0038 v1.0 will be inactivated on 1 September 2027. See “Implications for VCS Projects” below for more details.
- Verra has issued Corrections for VM0038 Methodology for Electric Vehicle Charging Systems, v1.0 (PDF), regarding the calculation of project emissions. This correction is effective immediately for VM0038, v1.0 and are incorporated into VM0038, v1.1.
- VM0038, v1.0 is available in digital format on the Verra Project Hub and can be accessed through the Digital Project Submission Tool. Proponents are encouraged to use the digital versions of methodologies as they become available. Please email hubsupport@verra.org for support or to request access to the Verra Project Hub.

- VM0038, v1.0 will be inactivated on 1 September 2027.
- Projects that use VM0038, v1.0 may submit the following types of requests until 31 August 2027:
- Registration requests
- Crediting period renewal requests
- Verification approval requests where the verification includes a methodology change through a project description deviation
- Requantification requests
- Projects that meet the submission deadlines above may continue to apply VM0038, v1.0 for the remainder of their crediting period. These projects must update to an active version of VM0038 at their next crediting period renewal.
- Registered projects under VM0038, v1.0 and renewing crediting period under VM0038, v1.1 may add new instances if complying with the applicability conditions. Instances that have already been included in registered grouped projects using VM0038, v1.0 are eligible to continue crediting.
- Registered projects using VM0038, v1.0 may update to VM0038, v1.1 during their crediting period using one of the following:
- Procedure to Change Project Methodology through a Project Description Deviation for future monitoring periods, or
- Methodology Change and Requantification Procedure for past and future monitoring periods and to requantify the reductions from past verifications
- The associated module VMD0049, v1.0 will be inactivated on 1 March 2027. Further implications for projects using the VMD0049 Positive List for Electric Vehicle Charging Systems are provided on the VMD0049 webpage.
