11. Fugitive emissions from industrial gases

This methodology quantifies the greenhouse gas (GHG) emission reductions from project activities that recover and/or collect ozone-depleting substances (ODS) or hydrofluorocarbons (HFC) from products and subsequently destroy them, including refrigerants, blowing agents, fire suppression agents, and propellants. Project activities that prevent the partial or total atmospheric release of ODS or HFC that would have occurred in the baseline scenario are eligible.

This methodology is applicable in all countries that are a Party to the Montreal Protocol, including both Article 5 and non-Article 5 countries

  • VM0016, v1.1 is active until December 31, 2026.
  • Projects seeking registration or crediting period renewal under VM0016 v1.1 must submit a registration request or crediting period renewal request by December 31, 2026.
  • Projects may continue to use the applied methodology version for the remainder of the project crediting period and update to the most recent version of VM0016 at their next crediting period renewal.

VM0016 Destruction of Ozone-Depleting Substances and Hydrofluorocarbons, v2.0

Summary of Changes: This new version incorporates updates to align it with the Kigali Amendment to the Montreal Protocol, which controls ozone-depleting substances globally. Updates include:

  • Inclusion of additional sources and gases for destruction: (1) HFC as eligible substance, (2) Destruction of intact foam, (3) Destruction of fire suppressants and propellants, and (4) HCFC and HFC in stockpile under specific conditions
  • Inclusion of destruction of HCFC/HFC in countries that have not fully completed their phase-out under the Montreal Protocol subject to specific conditions
  • Adoption of VT0008 Additionality Assessment
  • Improvements to Section 6 (baseline scenario)
  • Clarifications to requirements related to sampling, analysis, container characteristics, and mixed substances, among others
  • Adoption of the latest VCS methodology template
