Proposed Revision to VM0039: Methodology for Use of Foam Stabilized Base and Emulsion Asphalt Mixtures in Pavement Application, v1.1

The proposed revision expands the methodology to include India and other regions globally, and incorporates additional project activities using innovative technologies such Reclaimed Asphalt Pavement (RAP), Micro-Surfacing, and Cold Central Plant Recycling (CCPR) / Cold in Place Recycling (CIPR).

On April 1, 2026, the development of this revision was rejected per the VCS Methodology Development and Review Process (PDF). After careful review, Verra determined that the proposal’s climate impact was not as high as that of other ideas. Verra will therefore not proceed this approach to the full methodology development process at this time.
