VM0039, v1.1 provides a framework for the quantification of GHG emission reductions associated with the production and installation of Foam Stabilized Base (FSB) and/or asphalt emulsions as replacements for Hot Mix Asphalt (HMA) in road construction projects in the United States. The proposed major revision to this methodology comprises the following:

  • Re-assess and update the baseline performance benchmark to meet VCS requirements and ensure alignment with industry trends and research.
  • Expand the geographical scope of the methodology to include Canada (North America) due to similarities in technologies and practices in road construction.
  • Re-assess and possibly revise the default factor on upstream displacement that was published in version 1.1 of the methodology.
