VM0038 v1.0 applies to the charging of electric vehicles (EVs) through EV charging systems. GHG emission reductions are achieved through the displacement of emissions from conventional fossil fuel vehicles used for passenger and freight transportation as a result of the electricity delivered by the project chargers. The methodology is globally applicable.
VMD0049 v1.0 is a module used in conjunction with VM0038 and determines the positive list for additionality.
The proposed revision to VM0038 and VMD0049 update the market penetration levels of individual countries, which are assessed against the required 5% threshold. Further, the default values “Applicable Fleet’s Electricity Consumption (AFEC)” and “Miles Per Gallon (MPG)” will be updated to reflect recent development in the sector.

- This development was initiated as a review of VM0038 and VMD0049 in accordance with Section 5 of the Methodology Development and Review Process, 4.2 (PDF). This review was led by Climate Neutral Business Network.
- This development has been transitioned to a Verra led process, and is currently at “Step 4 Public Stakeholder Consultation” of the VCS Methodology Development and Review Process (PDF).
- Verra hosted a public consultation from March 18, 2026 to April 17, 2026.
