11. Fugitive emissions from industrial gases

VM0016 v1.1 quantifies GHG emission reductions from activities that recover and destroy ozone-depleting substances (ODS) from products where a partial or total atmospheric release of ODS occurs in the baseline scenario. Project activities can be implemented in Montreal Protocol Article 5 and Non-Article 5 countries. Project activities may recover and destroy ODS refrigerants, ODS blowing agents, or both.
The proposed revision to VM0016 v1.1 includes additional ODS sources eligible for destruction and expands the eligibility of stockpiled materials.

- Verra is leading the development process for this revision and has hired ICF (external) to provide technical support. The following organizations are kindly supporting the development and providing Verra with funds to cover associated costs:

- Verra hosted a public consultation from September 5, 2025 to October 6, 2025.
- The revision is currently at “Step 5: Independent Expert Review” of the VCS Methodology Development and Review Process (PDF). Verra issued a Request for Proposal (PDF) to select independent expert reviewers between July 22, 2025 to August 22, 2025.
