The CDM Tool 7 (external) is applied to calculate the grid emission factor by projects that substitute grid electricity. The proposed revision increases the accuracy and conservativeness of the emission reduction calculations and aligns the Tool with the ICVCM requirements. The main changes are:
- Eliminating the option to establish the grid emission factor ex ante for the crediting period for projects supplying electricity to the grid
- Increasing the weighing of the build margin emission factor
- Including registered greenhouse gas projects in the build margin calculation
- Updating emission factors to ensure conservativeness when the tool is applied to different project activities

The minor revision follows an alternative process, per Section 2.1.2 of the VCS Methodology Development and Review Process, v4.4 (PDF). Verra is leading and authoring the revision. The draft Tool is currently at “Step 6: Final Verra Review” of the VCS Methodology Development and Review Process (PDF). Verra hosted a public consultation from October 3, 2024 to November 4, 2024.
