As Senior Program Officer, Sustainable Development, at Verra, Luis helps ensure the quality of projects registering with Verra under CCB and SD VISta Programs. He supports the development of Verra’s sustainable development programs, helping stakeholders achieve the UN Sustainable Development Goals. He provides technical guidance and support to the Program Management Department and Verra stakeholders.

Luis is a development expert with over ten years of experience working with multiple actors on various projects. Before joining Verra, Luis worked for the United Nations Development Program (UNDP) as a Monitoring and Evaluation Specialist for the Mexico Country Office, advising project teams and leaders on quality assessment, integration of social and environmental standards, developing sound theories of change, strong indicators to measure impacts and communication of results.

Before his time with the UNDP, Luis was a public servant in Mexico for over six years, during which time he developed his results-based management skills by directing the monitoring commitments of a nationwide daycare center program implemented by Mexico’s Social Development Ministry. Prior to this, he worked at a federal regulation agency where he contributed to developing regulatory capacities in Mexico and overseas.

Luis holds a Master of Science degree in Public Policy from University College London and a Bachelor of Science degree in Economics from the Autonomous University of Mexico. In his free time, Luis plays the guitar, reads, and tries to work out.
