Judith Simon

As President, Judith provides organization-wide executive leadership for departments spanning all functions including program, policy, innovation, operations, and finance. She works to enable Verra’s growth and development by ensuring cross-functional integration, operational and programmatic excellence, continuous improvement efforts, and best management practices.

Judith brings over thirty years of leadership, strategy and operations experience in large high growth companies. She has expertise in driving enterprise-level transformation efforts, including implementing disciplined and rigorous management practices, standardized and scalable processes, clear performance metrics and scorecards, and effective change management strategies. Most recently, as a vice president with Zillow Group, Judith led field operations, home renovation strategy, central renovation support, vendor management, and program management. In that role, she was responsible for executive strategic direction and oversight, including setting OKRs, managing operating budget, business development, external benchmarking, and people development.

Previously, Judith worked for Redfin, Inc. as Vice President Operational Excellence, responsible for developing scalable solutions, introducing new tools and management practices, creating sustainable infrastructures, and managing the portfolio of strategic initiatives. Prior to that, she worked for CarMax, Inc., where she held several roles, including leading a multi-year strategy for integration of lean methodologies across the company. At CarMax, Judith also led strategy and development for vehicle reconditioning systems, operations talent management, and engineering. Her early career included executive level roles in supply chain and logistics management with Circuit City Stores, Inc.

Judith graduated from the Kenan Flagler School of Business from the University of North Carolina at Chapel Hill and holds a bachelors of science degree in business administration.
