This methodology provides a framework for the quantification of emissions reductions associated with the installation of roads and parking lots using Foam Stabilized Base (FSB) as a substitute from Hot Mix Asphalt (HMA). The framework uses a performance benchmark for determining additionality and crediting that was derived from an evaluation of the emissions intensity of pavement installation in the United States using life-cycle analysis.
