Methodology for Reducing Transportation Emissions in Cities

The proposed methodology applies to multiple measures implemented simultaneously in cities to reduce GHG emissions in the transportation sector. Project activities that reduce transport emissions, such as new or upgraded mass transit systems, use of low-carbon vehicles, transport demand management (TDM), measures to avoid or reduce the number of trips, cycle lanes etc., are captured and measured directly using satellite data, ground sensors, and big data. The proposed methodology is globally applicable.

The concept note was rejected by Verra, as per Section 3.2.3 of the VCS Methodology Development and Review Process, v4.3 (PDF). The decision was based on potential unmitigable risks associated with demonstrating additionality and GHG quantification.
