As Manager of the Initiative for Climate Action Transparency (ICAT), Victoria is leading the development of the ICAT guidance which provides policymakers around the world with tools and support to measure and assess the impacts of their climate actions.
Prior to joining the Initiative for Climate Action Transparency, Victoria worked at the UNFCCC secretariat supporting countries to advance their climate change mitigation and MRV efforts in the context of the market-based mechanisms of the Kyoto Protocol, CDM and JI, and later in the context of Nationally Appropriate Mitigation Actions (NAMAs) and Nationally Determined Contributions (NDCs) to the Paris Agreement.
Before that, Victoria collaborated on a number of international assignments, including at Oxford University where she served as a contributing author of the Global Energy Assessment. Victoria also implemented a number of projects of the European Commission that informed EU Directives governing national policy-making in energy and climate change in EU Member States.
Victoria holds a PhD in Environmental Sciences and Policy, and has almost two decades of professional experience in the field of energy and climate change.
