Sam Hoffer

Title: Director, Verra Programs
Joined Verra: 2010

Sam is the Director of all active Verra Programs, including the VCS Program, CCB Program, SD VISta Program, and the Verra OPR. He is responsible for the delivery and overall success of Verra’s programs, ensuring seamless team management and development, service delivery, and quality control and evaluation. Sam is also responsible for convening and managing Verra’s program advisory groups, which provide strategic and technical guidance on the evolution of the Verra programs. Finally, Sam is responsible for engaging with an external community of stakeholders and other beneficiaries of Verra program services, corporates, NGOs, and governments in order to inform and develop a strategic vision for Verra’s programs.

Most recently, Sam served as the Manager of the VCS & CCB Programs, where he oversaw all technical operations of those programs. Previously Sam served as Program Development Manager, coordinating all Verra program development initiatives, and as Senior Program Officer, managing the VCS registry system, overseeing the development, review, and approval of several GHG accounting methodologies, and training and mentoring junior staff members.

Sam holds a Bachelor’s degree in Government and Politics from the University of Maryland, where he focused his studies on environmental economics, science, and policy.
