As a Senior Program Officer in the Legal, Policy, and Markets Team, Javier tracks international climate policy discussions and develops engagement strategies in markets where Verra carbon standards are used. Javier also contributes to technical analysis regarding market trends – both in the voluntary and compliance markets – and works closely with various stakeholders to provide key recommendations to ensure that carbon offsets offered and sold in the market meet the highest environmental and social standards possible.

Prior to joining Verra, Javier worked at the NDC Partnership, where he was responsible for the coordination and management of various aspects of the Economic Advisory Initiative. He also supported the analysis and summary of new contributions to countries’ NDCs, such as those of the Dominican Republic. Javier also worked for four years at a Mexican NGO managing a voluntary forest carbon offsetting program. He has also collaborated in research projects and policy dialogues centered around community-based approaches to ecosystem conservation, agroforestry, and soil health in the U.S., Latin America, and Africa.

Javier holds a Master’s degree in Environmental Management from the Yale School of the Environment and a Bachelor’s degree in Mechanical Engineering from Universidad Iberoamericana in Mexico City, with specializations in sustainability, environmental economics and public policy.
